TASK DESCRIPTION

This includes:

  • Changing the default unconfigured behaviour of Wikibase to use the cache backed formatters (as if both settings were ∞)
  • Remove the config variables from Wikibase & code looking at the vars (default to the new route)
  • Remove the settings of these config vars in WMF production once the code has been deployed there.
