I only realized while filing this task why this is done: if the server emits a language-specific version, then for users without _javascript_ the placeholder will be misleading once they change the language in the dropdown (see T108907 and T86673). I decided to still file this task for three reasons: I had already told @Lydia_Pintscher I would create it; it might still be useful to someone else who finds it via search; and in T214305 we might change the placeholders anyways, which would also have implications for this label (if the placeholders are actual labels/descriptions/aliases in English, what should happen for users without _javascript_?).
