No, most of these ID are present more than a year (maybe not all of them but clearly way more than the dashboard currently says). Note that it's not just VIAF, other ID overlap with P380 <https://phabricator.wikimedia.org/P380> seems off (P1529 <https://phabricator.wikimedia.org/P1529> for instance, I worked on this property back in 2014 so way before February 4th ;) ).
