  This is the desired status based on the statement I've got from Product 
Management.
  I am going to write the desired language code situation (which codes 
applicable to what parts of the system, etc) as some kind of 
non-really-architectural ADR. Sorry for being slow on this. I hope it will 
finally see the light next week after the holiday break.
