Yes, that was the reason why there were no jobs running during that period of time. We had a JobQueue outage <https://wikitech.wikimedia.org/wiki/Incident_documentation/20190417-Jobqueue> and had to stop job execution for approximately one hour while we were investigating/fixing the issue. Sorry about that. The core issues have since been fixed, so this should not happen again any time soon (fingers crossed!).
