  Originally, Statement was a subclass of Claim, so all statements were claims. 
 We chose the more general term for the key, so it could accommodate all kinds 
of claims. Later, we found that we really always wanted Statements, we didn't 
find a use cases that never needed references. So Claim was dropped as a base 
class of Statement.
