  My personal feeling about this task is that it will likely be high cost, low 
impact on the whole, so I don't think we should really pick this up as a 
trailblazing.
  However I think it would make sense to keep on top of these dependencies and 
occasionally try to figure one of two of them out on the campsite that we think 
are the most concerning.
  I imagine occasionally one sub part of this greater ticket that covers all of 
the issues big and small will find some issues which will be either high cost 
high reward or low cost high reward.

  And there have been recent discussion on wikitech-l under the "Finding and 
fixing cyclic dependencies" thread that may also get another tool up and 
running to enable us to continuously monitor these things.
  We should perhaps write tickets for getting one or both of these running 
regularly for our code bases.
