TASK DESCRIPTION
Prompted by @Andrew’s instance downtime announcement
<https://lists.wikimedia.org/pipermail/cloud-announce/2019-July/000196.html>:

  > Please let me know if you need to schedule a more specific window
  > for your downtime. Better yet, if any of the listed VMs are defunct and
  > can simply be deleted, please do that now and save me some time!
  > …

  > wikidata-dev: federated-wikis2

Neither VM was ever properly documented on Wikitech, as far as I’m aware
(neither on the current documentation
<https://wikitech.wikimedia.org/wiki/Nova_Resource:Wikidata-dev/Documentation>,
where I describe their purpose as “unknown, presumably to test federation”, nor
on the old documentation
<https://wikitech.wikimedia.org/wiki/Nova_Resource:Wikidata-dev/Documentation/old-2012-2013>).
Both of them contain long-outdated versions of MediaWiki and Wikibase (2017),
and as they both run on Debian Jessie with PHP 5.6, updating them is not
possible since MediaWiki now requires PHP 7. They also seem to be broken
(neither can access its database, though the errors are different), and I see
no reason to spend any time investigating the problems. Unless someone speaks
up to let me know they’re still required, I’ll delete them on Friday (after
taking a disk backup, just in case).
