Fixed with the help of @tarrow and @Joe
Apparently due to api-ro queries hitting codfw which has cold cache and thus
cause queries to be slow / exceed the timeout whenever a new wmf version has
been deployed. We most probably have hit the issue on every single train
deployment but this week was the first time investigating.
Probably fixed for real by:

Which make the requests to api-ro go to the live dc
