TASK DESCRIPTION As a Wikibase user I want to easily report a technical issue in the software when I find it in order to improve Wikibase. **Problem:** It's not obvious to a Wikibase user what to do when they find an issue in the software or have a suggestion to make. **Acceptance criteria:** - **Open questions/suggestions:** - Should a link be displayed to open a new Phabricator task? - Should a link be displayed to a question and answer website for support from any volunteer and, if necessary, the development team? - Should a link be displayed to https://www.wikidata.org/wiki/Wikidata:Contact_the_development_team?
