Ah, right - that would allow people to try out 0.11 in Special:Export before we make it the default. It doesn't prevent us from generating dumps in 0.11. The big question is - do we need to provide both for a while, so people have time to adjust to 0.11? It's technically a breaking change. On the other hand, most consumers wouldn't even notice. I feel we could just switch over. Who owns that decision?
