The theory the logic of maxlag is that it is how lagged the SQL dbs are. So, if you have a maxlag of 5, you can wait 5 seconds and in theory that lag might now be gone. We are now abusing that somewhat by including dispatching and the query service lag which don't quite fit that model which is why factors are applied to them.
