The defaults include no statement sections, as they have not been requested
for the default settings.
If you think a default wikibase install should some default sections then
please file a separate ticket
The config you need is:
$wgWBRepoSettings['statementSections']
Which apparently is not well documented / documented at all in the options
readme in the git repo.
I have created T240189: Document $wgWBRepoSettings['statementSections'] in
