I don't know if it's worth the hassle, I can't imagine if the changes would take much or little time. :-/ To the second question I'll risk taking out the crystal ball and answering yes; it's perhaps easier for them to stop being considered "constraints", taking into account that compliance isn't forced and that the //suggestion// level exists.
