TASK DESCRIPTION We want to try to make updating Wikibase easier and able to be performed in a more controlled way. Desires: - Use a semi automatic way to to create release notes for all major releases between 1.31 and 1.35 - Backport these release notes to the relevant branches - Document how WIkibase versions will be tagged released and supported in some docs.
