In the core of MediaWiki pagenames/filenames are stored with underscores, see page_title <https://www.mediawiki.org/wiki/Manual:Page_table/de#page_title>. For the visual presentation in the UI underscores are replaced by spaces again. I think this should be done by Wikibase too.
