Moving Wikidata into group0 has the potential to deploy bad code there first, have that donsomething like break the S8 DBs and thus cause problems on all sites at the time of group0 deployment. Code ideally should land somewhere else less important first (group0). The interesting point for Wikidata and wikibase repo, is we only have a couple of these sites in production. Test commons and test Wikidata (group0) Real commons and real Wikidata (group1) These should not be combined into a single group.
