TASK DESCRIPTION
  there is a problem with caching of protected items... with cached version 
shared among both users with permission vs. no permission.  Then, the edit 
button is inconsistently shown or not, depending on which type of user last 
purged the page, instead of whether or not the user viewing has permission.
  
  For example:
  
  If an item is protected (e.g. Q76) and I am logged out, and purge the page, 
then there are no edit buttons.
  
  If I then login (and have permissions for editing the item), then there still 
are no edit buttons.  If I purge the page, then there are edit buttons.
  
  If I logout again, then there still are edit buttons, even though I don't 
have permission now.
  
  Sometimes, for some reason, when there are edit buttons and I don't have 
permission then they are grayed out with notice explaining why when I hover 
over the edit button.  I think this is the behavior we want, so that users have 
some clue why they can't edit vs. no edit buttons (and no padlock at all).
