I have been asked the question by GLAM staff active in the Dutch Digital Strategy network, as part of an investigation we are doing re: to what extent Wikimedia projects are in alignment with this national strategy, which is heavily Linked Open Data focused (see this post in This Month in GLAM <https://outreach.wikimedia.org/wiki/GLAM/Newsletter/May_2020/Contents/Netherlands_report> for context). The question was posed in the context of 'older' (i.e. pre-SDC) uploads done by Dutch GLAMs and whether these can be approached as Linked Open Data as well. Use cases include: - GLAMs want to be able to link to 'their' files on Commons in a uniform, LOD-compliant way, from the corresponding files in their collection management systems. Easy (and uniform) retrieval of M-IDs from Commons, also from files that don't have SDC yet, makes it possible for GLAMs to point back from their own collection management systems (stating, in Linked Open Data, that an asset in their collection corresponds to one on Commons). - GLAMs want to add structured data to their 'older' Commons uploads in a straightforward way. Easy (and uniform) retrieval of M-IDs from Commons makes it easier for any external tool to be able to do batch SDC edits, also to files that don't have structured data yet.
