TASK DESCRIPTION As a Wikibase sysadmin, I want WikibaseManifest to be included in the Docker bundle so that I can more efficiently install it during the setup process of a new Wikibase. As mentioned in T261123 <https://phabricator.wikimedia.org/T261123>, the Docker images should include new instructions for installing the extension as well.
