When I open https://www.wikidata.org/wiki/Special:EntityData/Q1996.rdf it works.

foreach ( $item->getSiteLinkList() as $siteLink ) {
$site = $this->sites->getSite( $siteLink->getSiteId() );
$languageCode = $site->getLanguageCode();
Line above is the line indicated in the error.
Are the sites for your installation somehow not correctly configured?
