TASK DESCRIPTION The `tmpPropertyTermsMigrationStage` setting is defined both in `lib/config/WikibaseLib.default.php` and in `client/config/WikibaseClient.default.php`. In Lib (where the other three term migration settings are) it defaults to `MIGRATION_NEW`, but in Client it defaults to `MIGRATION_OLD`, and the Client default overrides the Lib default. This affects both the master branch and the 1.35 release.
