It seems like the pretty obvious solution to this to me.. It'll also provide an 
end-run around T140131 <https://phabricator.wikimedia.org/T140131>.
  
  These descriptions are intended to be shown to users, so should be in the 
user's language whenever possible. That means we need something which allows 
for multiple translations using the correct language codes.
