TASK DESCRIPTION While looking into T263999 <https://phabricator.wikimedia.org/T263999>, we realized that the `TermLookup`/`PrefetchingTermLookup` and `LabelLookup`/`LabelDescriptionLookup` interfaces don’t seem to clearly specify whether these services apply language fallbacks or not. We should make that clearer in their documentation, maybe even renaming them.
