The removal of blank nodes will follow https://www.w3.org/TR/rdf11-concepts/#section-skolemization and a user willing to use strict OWL semantic using the RDF produced by wikidata can easily do this by transforming the skolem IRIs (//.well-known// IRIs) back to blank nodes. This probably deserves its own discussion but I'm curious about OWL usecases that rely on the existing OWL constraints present in the wikidata RDF. If you are aware of such usecases I'd love to hear them.
