TASK DESCRIPTION As a Wikidata editor not especially familiar with constraints, I don’t want to see issues with constraint definitions when browsing/editing Wikidata normally. **Problem:** WikibaseQualityConstraints splits its violations into two categories: actual constraint violations (e.g. item should have type X but doesn’t), and problems with the constraint definitions (e.g. type constraint doesn’t specify the required type/class at all). However, some errors which actually belong in the latter category are misclassified as the former, such as this one: **Example:** F33942309: image.png <https://phabricator.wikimedia.org/F33942309> This is a problem with the constraint definition – someone used “value requires statement” instead of “item requires statement” – but it is being reported as a regular constraint violation, greatly confusing users. **Screenshots/mockups:** **BDD** GIVEN AND WHEN AND THEN AND **Acceptance criteria:** - TODO: Find all such cases, then list them all here. **Open questions:** --- TODO: add tech notes.
