If you try it in the translation editor <https://translatewiki.net/w/i.php?title=Special:Translate&showMessage=wikidata-lexeme-forms-bulk-not-allowed&group=wikidata-lexeme-forms&language=it> you can see that GENDER is not an issue. The issue is that the variable `$1` is not known. In MediaWiki this is usually by having no-op GENDER in the definition. We can also disable check for variables (unknown & missing) for the group or per message.
