TASK DESCRIPTION As a WCQS maintainer I want to have a deployment process for WCQS UI that requires fewest manual steps. WDQS UI is deployed as a microsite (see details here T266702 <https://phabricator.wikimedia.org/T266702>). We need to replicate a similar deployment for WCQS, possibly reusing most of the work in the process. Since WCQS only requires config changes it should be possible to lift most of the original process (mail thread in the comments).
