TASK DESCRIPTION Currently, it's not possible to add a banner to the main page of a wiki. It would be useful on some wikis to be able to show a banner on the main page. Does this need a new configuration variable, e.g. `$wgWPBEnableMainPage`? I'm not sure of the background as to why banners are prevented on the main page.
