The “client-side tags” (the ones added via the API) need to be available to be added by users, which by default isn’t the case for extension-defined tags; it looks like it’s possible to change that (ChangeTagsAllowedAdd hook <https://www.mediawiki.org/wiki/Manual:Hooks/ChangeTagsAllowedAdd>), or we ask the community to create those, and then they should work by default.
