Note that this is no longer true, we removed that right from the bot group in T258354 <https://phabricator.wikimedia.org/T258354> (after several previous attempts, this time it seems to have worked). Only account creators, bureaucrats, stewards, administrators and Wikidata staff have `noratelimit` now. (And there are only two sysop bots, Dexbot and MsynABot.) The oscillating edits pattern is also no longer apparent in Grafana.
