The first part of the mitigations in T291377 <https://phabricator.wikimedia.org/T291377> should be deployed now, and the second part will be deployed over the next week (with the usual MediaWiki train, i.e. on Wednesday if nothing goes wrong). It would be interesting to know if the first part alone already eliminates most of the true duplicates, though I’m not sure how we can determine that.
