OK, so I think this is tied to the lack of T277209: Provide a clean mechanism by which extensions can inject content into the wiki on installation/upgrade <https://phabricator.wikimedia.org/T277209> – our content injection should run late, after all tables are in place, but instead is being run immediately. I'm going to move this to our backlog and mark it as blocked by that.
