Feel free to post a list of the RDF tools that you found to implement RDF 1.0 
rather than RDF 1.1 in terms of dates.

We wrote the specification in 2012, when ISO 8601:2000 had long been the 
established standard that people were using, so it is surprising to us that you 
thought that we would mean a standard from 1988 when not speficying further 
details. Anyway, it's good that the confusion has been discovered now, just in 
time to get everything fixed to the state we actually want. The issue is more 
important now than it was in 2012, since all major W3C standards are now 
relying on this interpretation.
