TASK DESCRIPTION For the first iteration of this feature (see T285156 <https://phabricator.wikimedia.org/T285156> for details), it should be possible to save `mul` labels in some way (even if it’s only via the API or Special:SetLabel for now), and they should be used in the language fallback chain, as outlined in the parent task. We’ll deploy this to Test Wikidata, and can then decide how much more work the feature needs before it can be deployed to Wikidata (e.g. it might not yet be possible to set `mul` labels via the usual term box at this stage).
