Since T97577 <https://phabricator.wikimedia.org/T97577>, there’s a magic word `__EXPECTED_UNCONNECTED_PAGE__`, which Translate could in theory include. However, that doesn’t seem to be a clean solution, so probably Wikibase should provide some interface for that (which, in turn, could set the same page property as the magic word, to keep the database query cheap).
