TASK DESCRIPTION Currently, my language fallback chain only takes my Babel into account on Wikidata, but not on Test Wikidata: F35315917: image.png <https://phabricator.wikimedia.org/F35315917> F35315919: image.png <https://phabricator.wikimedia.org/F35315919> I’m pretty sure this is because the Wikibase code (`LanguageFallbackChainFactory::getBabel()`) only takes into account the babel levels configured in `$wgBabelCategoryNames`; in production, we set all labels to `false` by default, and only configure proper category names again for Wikidata, so it’s unconfigured on Test Wikidata. We should fix this.
