TASK DESCRIPTION
To be able to build logic based on redirect badges, we need to semantically
define them.
**Acceptance Criteria**
- Add a new config to Wikibase repo which lists which badge Item QIDs are
Redirect Badges
[ ] the config is expected to take a list of Item IDs
[ ] the config defaults to empty list
[ ] consider adding documentation to `docs/topics/options.md`
[ ] prepare a config change for beta Wikidata (potentially this also needs
config for the other badge related options on beta to be useful)
