I suppose the call could be exactly the same as for `getSitelink`, i.e.
-- @param {string} itemId
-- @param {string} [globalSiteId]
function wikibase.getBadges( itemId, globalSiteId )
and the return value could be a Lua table (with numeric indices), containing
zero or more badges.
