TASK DESCRIPTION mediawiki-codesniffer now supports enforcing trailing commas in arrays (T222042 <https://phabricator.wikimedia.org/T222042>); according to an internal poll (Mattermost link <https://mattermost.wikimedia.de/swe/pl/kbfoqfkwpfnzmrdn9wej755n3c>), we want to enable this in Wikibase PHP code (which I take to mean not only Wikibase.git, but also WikibaseLexeme etc.).
