Active editor notes via conversation with @Manuel:

  - There is a standard for active editors: "Registered, non-bot editors who
have made five or more edits" is the specific definition. On a daily basis
we're using a 30 day rolling average. What this would be on a monthly and
quarterly basis is still not defined.
    - We need to check Data_Lake/Edits/Metrics
<https://wikitech.wikimedia.org/wiki/Analytics/Data_Lake/Edits/Metrics> to see
if there is some precomputed data
    - Ideally we'd be working from sanitized tables (processed data) if they
are available (`wmf` tables rather than `wmf_raw`)
    - It would be interesting to find the code that generates the Wikimedia
Statistics pages
<https://stats.wikimedia.org/#/wikidata.org/contributing/active-editors>,
specifically the precomputed values
