  Possibly related to @daniel’s Simplify HookContainer 
<https://gerrit.wikimedia.org/r/c/mediawiki/core/+/899731>? That was merged 
very recently, whereas I don’t see any recent changes in AbuseFilter or 
CentralAuth that look related at a glance. (From the error message, the 
simplified HookContainer might be missing some code to replace the `-` with `_` 
in `onAbuseFilter-generateUserVars`?)
