Why? Why +-1 and not +-100?

https://www.wikidata.org/wiki/Q19842465 has a population of 29.  The statistics 
authority gives an **exact number**.
https://www.wikidata.org/wiki/Q41 has a population of 10.815.197. Also an exact 
number.
It is arbitrary to //assume// +/-1 or whatever for both numbers.
