Alternatively, I tried the XML dumps. It seems like the record was present
there, if that's useful information:

Unfortunately, for my use case I'm trying to find all records with a lat/long
(property P625 <https://phabricator.wikimedia.org/P625>) and a Wikipedia
reference (property P4656 <https://phabricator.wikimedia.org/P4656>) -- and it
seems like the XML dumps don't have the P4656
<https://phabricator.wikimedia.org/P4656> property in them. :(
That might be expected, as
https://www.wikidata.org/wiki/Wikidata:Database_download says this about the
XML dumps:
> The format of the JSON data embedded in the XML dumps is subject to change
without notice, and may be inconsistent between revisions. It should be treated
as opaque binary data. It is strongly recommended to use the JSON or RDF dumps
instead, which use canonical representations of the data!
