TASK DESCRIPTION As discussed in T354730#9509749 <https://phabricator.wikimedia.org/T354730#9509749> and in Slack <https://wikimedia.slack.com/archives/C01R06P8D1B/p1706704546420089>, after creating a temporary account, we need to redirect the user to a central login wiki, as controlled by the `TempUserCreatedRedirect` hook (implemented by CentralAuth).
