TASK DESCRIPTION
From the root directory, the command
`php maintenance/run.php
./extensions/Wikibase/repo/maintenance/rebuildItemsPerSite.php --wiki shared`
returns
[44630bc5a5c2578e07971c67] [no req] Error: Class
"Wikibase\Lib\WikibaseSettings" not found

Note, `--wiki shared` is needed because it is the repo wiki. Running it as an
option of `run.php` makes no difference. I can't seem to figure out what's the
problem.
