TASK DESCRIPTION
  Context
  -------
  
  Currently our graph split hosts are just `wdqs-test` hosts, which are only 
exposed via dedicated temporary endpoints such as 
`http://full-scholarly-experimental.wikidata.org`. `wdqs-test` hosts have 
different puppet logic than normal production hosts.
  
  We want to implement the puppet logic to support actual wdqs production hosts 
as graph split hosts. Most likely we'll do this with some hieradata config 
variables that determine which graph split type (main vs scholarly) a given 
host belongs to. We could also do separate puppet roles instead of hiera config 
but that is likely not necessary.
  
  Acceptance Criteria
  -------------------
  
  [ ] Production wdqs hosts can be configured to be either main or scholarly 
graph split hosts that are capable of serving real production traffic
