Resolving this as declines, since the requested functionality can be covered otherwise, and it's unlikely that we'll add more parameters to the old and under-specified interface that is action=raw. §rd party apps and mashups should be using the api.php entry point. It would perhaps be nice if action=expandtemplates would load the page text from the database in case the title parameter is given, but the text parameter isn't, similar like action=parse handles this. But that would be a different request, and should get a new ticket.
