Follow-up on that for clarification: Does the uniqueness constraint ( site id + page ) have more to it than being a consequence of MediaWiki (in particular being used as Wikibase Client) not being able (and/or not intended per Wikipedia rules) to link to multiple pages of a single site? I just wonder whether it is possible to explain the semi-automatic link management without explaining the concept of Repo/Client and mentioning the supposedly implicit assumption in Wikibase that Clients are MediaWiki instances.
