TASK DESCRIPTION We currently apply unicode normalization when processing labels, descriptions, aliases, and sitelinks in the API models. The same normalization should be applied to string and text DataValues while parsing. To avoid dependencies on MediaWiki, the data-values package should define a StringNormalizer interface.
